Technical Reserve Officer Howard Sharpe receives the MADD 2014 Volunteer of the Year Award for Orange County. This award is given to the volunteer that makes a significant impact in the efforts to reduce the numbers of people injured and killed by impaired drivers. Howard received his award at the 27th Annual Luncheon, held at the Richard Nixon Library on March 13, 2014.
Howard Sharpe has been a volunteer Advisor with the Huntington Beach Search and Rescue Explorer Post #563 since 1985. In 1997, Howard was sworn in as Technical Reserve Officer for the Huntington Beach Police Department. In these overlapping volunteer capacities, he has donated his time, equipment, and expertise to make the explorer post and the police department rise to a higher standard. Over the last twenty eight years, Howard Sharpe has donated over 10,000 hours of his time. He has supervised explorers at over 250 DUI Checkpoints, which equates to at least 2,500 service hours. Out of all the checkpoints, he has only missed one since the Huntington Beach Police began conducting them. Howard has been one of the main people responsible for setting up the cone patterns in a safe manner and ensures the DUI signage is present. His attention to detail is evident when he spaces each cone out to the nearest inch and ensures they are lined up properly or maximum visibility to motorists. Once the checkpoints are established he supervises the explorers to make sure they are performing their duties in a safe manner, checking their documentation to make sure all our legal requirements are being annotated properly, and continues to check the cone patterns for issues. He assists officers who are conducting Field Sobriety Tests by watching their surroundings and assists with paperwork. By watching hundreds of Field Sobriety Tests being administered by officers, Howard has learned symptomology and clues to look for when identifying impaired drivers. These skills have helped Howard to spot DUI drivers while off duty. On numerous occasions, Howard has spotted impaired drivers on the roads and notified police resources to take an impaired driver off the road and bring them to justice. Howard also assists in teaching DUI classes to the explorers at least once a year. Howard has shown no signs of slowing down and continues to make DUI enforcement a priority. He instills this philosophy to the explorers who work the checkpoints and helps them to understand the consequences of driving DUI. Howard's efforts have undoubtedly made a significant impact in the community to reduce the number of people injured and killed by impaired drivers. Congratulations!
The Huntington Beach Public Works Department Construction Manager Eric Charlonne Says: Mayor Harper, Public Works Staff, Huntington Beach Tree Society, and Volunteers Join Forces to Commemorate Arbor Day The City of Huntington Beach and the Huntington Beach Tree Society celebrated California Arbor Day on March 13, 2014 with our 13th annual Arbor Day tree planting project. Our 2014 Arbor Day project consisted of the planting of six 24-inch box of California pepper trees. Volunteers participated in the planting and mulching of these trees as well as the mulching around existing trees in the area. The Tree Society donated the trees and coordinated the volunteer forces, while the Public Works Tree Maintenance Staff provided site preparation, proper planting illustrations, public education, and assistance, to the volunteers. The 13th annual Arbor Day planting project was a huge success.
Huntington Beach Municipal Code 14.18.050 - Permanent Water Conservation Requirements (In effect since 1/6/10)
Irrigation is prohibited between 9 a.m. and 5 p.m.
Irrigation is limited to no more than 15 minutes per day per station.
No excessive water flow or runoff.
Washing of vehicles requires the use of a hand-held bucket or hose equipped with a water shut-off nozzle.
Washing down hard or paved surfaces is prohibited.
Leaks, breaks or malfunctions must be corrected within seven (7) days of notification.
Water fountains or decorative water features are required to use recirculation systems.
Installation of single pass cooling systems to domestic water supplies is prohibited.
Restaurants are required to use water conserving dish wash spray valves.
Restaurants are to serve drinking water only upon request.
Commercial lodging establishments must provide guests the option to decline daily linen services.
No Installation of non-recirculating water systems in commercial car wash and laundry systems.
Violations are subject to fines from $100 up to $1,000. The City of Huntington Beach prefers to work with residents and businesses to help reduce water waste. The class is from 3 to 4 p.m. and the pickup time for the pre-ordered rain barrels will be from 4 to 5 p.m. 58 gallon Rain Barrels are available for $85 and rebates of $75 are offered by Metropolitan Water District of Orange County (MWDOC). Your final cost is only $10 per barrel! Rebates are limited to 4 barrels
per household.

Beach Boulevard Sewer Improvement Project The $2,000,000 Beach Boulevard Sewer Improvement project started on Monday March 10, 2014, and will continue through mid August 2014. This project will accommodate new developments on Beach Boulevard as there is a need for increased sewer capacity. In order to meet future demands from proposed developments, approximately 5,400 lineal feet of new 8-inch to 24-inch PVC sewer pipe will be installed in Beach Boulevard between Slater Avenue and Ellis Avenue, and approximately 350 lineal feet of 12-inch PVC sewer pipe in Ellis Avenue, east of the Beach Boulevard
intersection. Most of the work is taking place between 10 PM – 6 AM, with the work on Ellis Avenue occurring during normal business hours.
Brookhurst Street and Indianapolis Avenue The intersection of Brookhurst Street and Indianapolis Avenue has been partially closed due to the discovery of ‘voids' (air pockets) under the pavement, which were found during routine maintenance of the sewer lines. The City has a contractor on-sight at this time performing some required utility modifications prior to the stabilization of the roadway (filling the voids) and the reconstruction of the damaged sewer lines. Crews are working Monday through Saturday from 7 a.m. to 7 p.m. The intersection will remain partially closed for a period of approximately six more weeks and the work should be completed around the last week of April or first week of May. Motorists will still have access to Indianapolis Avenue to southbound Brookhurst Street. Brookhurst Street will still have one lane in each direction, except left turns from northbound Brookhurst to westbound Indianapolis, which will remain closed. The 14th Annual Beachcruiser Meet is a popular gathering of beach cruising vehicles manufactured through 1972, featuring nomads, woodies, VW Transporters, convertibles, steel wagons and other beach cruisin' vehicles of the era. Huntington Beach Pier on Sunday. In addition, vintage longboard collections will be on display with event-themed vendors next to Pier Plaza.
