Police Department Promotions
On June 13, 2012, Chief Small had a
swearing-in to promote Sergeant Kelly
Rodriguez to Lieutenant, and Officer Oscar
Garcia to Sergeant.
Sergeant Garcia came to the Huntington Beach
Police Department from the El Monte Police
Department in 2007. Sergeant Garcia has
worked in Patrol, Beach Detail and SWAT. He
was also the Arrest and Control Instructor,
and on the Neighbor Enhancement Team, and
most recently worked as a Detective in
Narcotics.
Lieutenant Rodriguez came to the Huntington
Beach Police Department from the Orange
County Sheriff, where she was a Deputy
working in the maximum security jail. She
then came to HBPD in 1996 and worked several
assignments, including Patrol, FTO, Vice,
School Resource Officer, Crisis Negotiation
Team and Patrol Rifle Team. Lieutenant
Rodriguez was promoted to Sergeant in 2008.

Public Works will soon begin another round
of Arterial Rehabilitation projects after
the July 4th Holiday. These projects will
rehabilitate Main Street from Utica Avenue
to Adams Avenue and Garfield Avenue from
Delaware Street to Beach Blvd. Both streets
were last rehabilitated in 1972.
The projects consist of asphalt
rehabilitation by conventional methods by
grinding the existing pavement, removing
failed roadway sections, and overlaying the
street with rubberized asphalt concrete.
Manholes and water valve assemblies will be
adjusted to grade and traffic loops and
striping will be replaced. Improvements also
include limited replacement of concrete
curb, gutter, sidewalk, and access ramps
where needed. In addition, at Main Street,
the curb along the east side will be
replaced with new curb and gutter and the
curb returns will be improved at the
intersection of Springfield Avenue.
The project utilizes rubberized asphalt
concrete (RAC) which contains crumb rubber
derived from 100% California waste tire
rubber. A two-inch layer of RAC uses over
2,000 waste tires per lane mile. This
project, alone, will divert more than 3400
waste tires that would otherwise end up in a
landfill. Including this project, the use of
RAC in the rehabilitation of the City's
arterial streets has resulted in the
diversion of over 239,000 waste tires.

COASTKEEPER TO CELEBRATE COASTAL ACCESS
Paddle boarders to participate in the grand
re-opening of a Huntington Harbour Pocket
Beach
On Saturday, June 23 at 9:00 AM, Orange
County Coastkeeper will celebrate the
re-opening of a pocket beach located at the
Huntington Harbour Bay Club, 4121 Warner
Avenue, Huntington Beach, CA. SUP-Position,
a local paddle board dealer, who runs the
Huntington Harbour paddle board meetup group
will instruct their 8:30 AM paddle group to
make their way from Trinidad Beach at 3700
Sagamore Drive to the event location. When
the paddlers arrive, light refreshments will
be available at a Coastkeeper booth and
Executive Director Garry Brown will cast a
symbolic line into the harbor that will
represent the opening of this beach to
activities such as kayaking, paddling and
fishing.
Coastkeeper is protecting public access to
an area that had been neglected for over 20
years,” said Brown. This event could not
have come at a more perfect time as we are
in a yearlong celebration of the 40th
anniversary of the Clean Water Act that
ensures swimmable, drinkable, fishable water
for all.” In 2009, the State Coastal
Conservancy contacted Coastkeeper about a
public access easement at the Huntington
Harbour Bay Club. Without anyone to manage
the area, it could have been lost to private
development in December of 2009. Coastkeeper
officially took over this public access
easement in November, 2009, and has worked
to guarantee that the area remains open and
accessible to the public.
Prior to the expansion of the marina,
decades ago, the beach at the Huntington
Harbour Bay Club was commonly and
historically used as a baby beach” and
included activities such as sun bathing and
sabot (small sailboat) launching. Over the
following decades, the beach area degraded
due to marina related activities and at this
point its most attractive feature is that it
provides for a launching point into the
marina. This small pocket beach is protected
by the Huntington Harbour waterways and
provides a safe alternative for novice
recreational water users from the open
waters nearby at Huntington State Beach.
Therefore, Coastkeeper is opening this area
for fishing and the hand launching of
sabots, kayaks, canoes, standup paddle
boards, etc., free of charge. Beach users
will get to park in one of the ten
designated free parking spots every day of
the week, including holidays. Beach parking
is valuable in this area as free public
parking is a rarity in coastal Orange
County.
Founded in 1999, Orange County Coastkeeper
identifies pollution issues affecting water
quality in local creeks, rivers, bays and
coastal regions. The organization's mission
is to protect and preserve the region's
marine habitats and watersheds through
education, advocacy, restoration, research
and enforcement. This is the fifth year
Coastkeeper is coordinating Kids Ocean Day
in Orange County. On its seventh year, the
Coastkeeper WHALES program continues to give
thousands of junior high and high school
students the opportunity to become
Watershed Heroes.” Orange County
