Monday's City Council Meeting by City Clerk

Huntington Beach Police Department - On-line
crime data mapping
The Huntington Beach Police Department has
an on-line crime alerting and mapping system
using services of CrimeReports.com. This
system provides easy to read incident crime
maps and automated alerts to the citizens of
Huntington Beach. The service is located at
http://www.crimereports.com or directly from
the Huntington Beach Police Department
website at www.hbpd.org
The CrimeReports service is free to the
public and allows citizens to receive
automatic daily, weekly or monthly alerts
if/when crimes occur near their home,
office, local school, etc. Citizens can also
view reported crime activity on an easy to
use map for any location within Huntington
Beach Police Department's boundaries. Crime
incident data is updated hourly and
includes:
Incident Type
Date
Location
Distance from citizen's address
Event identification/case number
Brief crime incident description
This system will empower citizens with near
real-time neighborhood crime information
that is available 24/7/365. This system has
replaced our old calls for service log that
required citizens to come to the police
department during business hours to access
the information in a paper form. This will
save both time and money while providing an
improved service to the residents and
business owners of Huntington Beach.

Public Works Department asked me to Inform
You of this:
The concrete work continues along Edwards
between Warner Avenue and Talbert Avenue.
The actual roadway work along Edwards should
begin in about 1 ½ to 2 weeks after
completion of the concrete work (i.e.
sidewalk curbs and ramps). Overall work on
Edwards Street is progressing fine and will
be completed by mid February 2012.
It should be noted that the roadway work is
not the typical grind and overlay but a
complete reconstruction of the roadway by a
method called Full Depth Reclamation (FDR).
The FDR process consists of the following
elements:
· Grind in place existing asphalt and
roadway base materials to a designed depth,
in this case 1 foot 4 inches. This material
will be pulverized in place with
approximately 5 inches removed and hauled
away.
· Add cement and water to the pulverized
materials mix up the new pulverized
materials to blend them together.
· Grade the pulverized materials to a
designed depth.
· Let this material set up for approximately
7 days to allow for a proper cure. During
this 7 days there will not be any work
taking place so please let you readers know.
· After the new base material has cured they
will use a vibrating roller to perform what
is called microcraking” essentially
creating small cracks in the cured base
materials.
· After microcracking is completed the
contractor will place a new 3 inch section
of asphalt. This will leave this section,
usually the middle two lanes, 2 inches below
the existing grade of the street.
Transitions from existing roadway to this
new section will be provided so that traffic
will be able to use these lanes.
· After the middle section of asphalt is in
place the traffic control will be moved so
that the outside vehicular lanes and bike
lanes can continue with the same process as
listed above.
· Once all lanes have been cured and the 1st
section of asphalt is in place the final 2
inches of rubberized asphalt overlay will be
constructed. This final asphalt placement
should only take a few days to complete.
· Finally the striping, adjustment of
utility boxes and installation of new
traffic signal loops. During this portion of
the work there should be minimal impact to
traffic.
It should be noted that the rubberized
asphalt uses what is called crumb rubber
derived from used tires. For Edwards Street
that means approximately 10,000 tires will
be used saving the need to dispose of these
tires at a special facility or dumpsite. You
will also notice that the noise from the
traffic will be noticeably reduced as a
result of using this type of asphalt
product.
