Huntington Beach Police Chief Ken Small's
Administrative Assistant Karin Reed asked me

Police Department is testing voice
recognition software to transcribe reports
In September 2011, the Word Processing Unit
was closed due to budget reasons and
staffing cuts in the Records Bureau. Since
that time, the Police Department has been
researching alternatives that would provide
officers with transcribing services. The
Department contacted outside vendors and
learned that their cost was based on each
page, 60 character line, and ranged from
$0.17 per line for routine report processing
to $0.32 per line for expedited reports. To
outsource transcribing would cost between
$10,200 and $19,200 a month.
As a cheaper alternative to contracting with
an outside transcription vendor, the
Department has identified, and is currently
testing, an off the shelf voice recognition
software. Five (5) officers/detectives are
participating in a pilot program using
Dragon Naturally Speaking Professional
Edition Software. This version of software
is the only version that allows for roaming
profiles so each officer has their own
unique profile on the server and because of
an education engine in the software
transcriptions get better over time and with
increased usage, allowing for smoother
transcription. Officers can dictate directly
into a computer using a microphone, or
dictate their reports using their digital
recorders.
If the pilot program is successful, this
technology may be offered to the rest of the
Department provided we can secure adequate
funding to purchase it for the remainder of
the department staff. Use of this software
will enhance the quality of reports, and
expedite officer availability by relieving
them of having to either handwrite or type
their own reports.

On Edwards Street in Huntington Beach we are
planning on placing the final asphalt cap
tomorrow and Monday. After this is completed
Edwards will be available to normal traffic.
They may be still working in the
intersection of Slater Avenue and Edwards
Street early next week. Following all this
work there will times in which very limited
lane closures will occur while adjust to
utility cover, installation of traffic loops
and Final striping takes place. Questions

Special Event Is Happening In San Pedro at
The Mueller House Museum.
Our program features a local eatery that has
been around since 1946. It was operated by
Bessie and her husband Ray Walker until he
passed away. Then she ran it with the help
of her sister and loyal employees. We hope
to have her son, Richard Brummett, present
at the program to add some memories of his
own. The restaurant has been a destination
for weekend bikers and tourists alike. It
has been the setting for several movies, TV
shows and commercials. The program begins at
1:30 PM. We have light refreshments
