There is no "pet" answer that is true for all times, but if you knew that the region near where this picture of shells was taken used to be called Shell Beach, it would go a long way in explaining what you've been looking for, seashells!
The truth about seashells and Sunset Beach is that you'll generally find them along the shoreline (as you'd expect,) and you'll find them after storms, when the seas are turbulent, during winter months, in the summer, too, and you'll find a lot of broken shells and small pieces of shells shown here. Maybe it's because the waves sometimes crash on shore in this place.
In gentle waters seashells seem to survive better than in places such as Sunset Beach with its west facing beaches, fantastic surfing, and seashells you'll find--sometimes.
