The Police Chief has

Police Department of the city
of Huntington Beach, and it's his duty to

authorized with the same powers of Sheriffs
by laws of the state, and is entitled to the

the work of the Police Department.
A city's police chief is the "go to" man when things aren't working and cities have problems that become concerting, such as an increase in DUI's and high concentration of bars in downtown Huntington Beach. The police chief faces many budgetary constraints and must work in a balancing act to assign his department's employees duties to maximize their effectiveness in protecting the public's safety through law enforcement.
The police department must enforce laws, recruit officers, provide advancement opportunities, solve crimes, disseminate information to the public, train employees and be versed on legal issues, testify in court trials and many, many more duties such as help lost kids, citizens, etc.
The Police Chief is responsible for the City of Huntington Beach jail and prisoners and also performs acts as the laws of the state and ordinances of the Council may require.
What else does the Police Chief do?
Duty to enforce laws. It shall be the duty of each and every member of the Police Department to enforce impartially all the laws and statutes of the United States and of the state of California and all of the ordinances of this City, within the limits of this City, and to perform such other and further duties as by statute and ordinance now existing or hereafter enacted, may be imposed upon them in their capacity as peace officers.
