Signal Hill Parks are operated by the City of Signal Hill Community Services

Our favorite, however, is the Tribute to the Roughnecks, a bronze-cast sculpture
by Cindy Jackson. The bronze is of two men, Signal Hill Petroleum chairman Jerry Barto and Shell Oil employee Bruce Kerr, installing pipe into an oil line, symbolizing the oil rich history of the
Signal Hill and two of its key contributors.
